The Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) is a public entity of the Central Administration under the ultimate authority of Romanian Ministry of Education and Sceintific Research (MECS). UEFISCDI supports the activity of MEN's consultative councils, coordinates 5 out of 6 national research programmes of the National Plan for Research, Development and Innovation (NPRDI) - Human Resources (exploratory research), Ideas (exploratory research), Partnerships in Priority S&T Areas (applied research), Innovation (innovation and technology transfer), Capacities (R&D Infrastructures); and manages in a decentralized system and/or implements projects concerning higher education, development and innovation with public and international financing.
UEFISCDI is a member of different European associations (EARMA, EARTO), offers support to SME’s through EUREKA, EUROSTARS, and administers the Romanian participation to the Joint Technology initiatives – JTI/JU (ENIAC, Artemis, Clean Sky, Fuel Cells, IMI). UEFISCDI also has strategic partnerships & cooperation agreements with several European research organisations ( European Science Foundation – ESF, Swiss National Science Foundation – SNSF, L'Agence nationale de la recherche – ANR, EEA Financial Mechanism 2009-2014 with RNC & RANNIS, Deutsche Forschungsgemeinschaft –DFG; National Science Foundation – NSF , USA; Netherlands Organisation for Scientific Research). UEFISCDI was/is also involved in more than 40 international projects, most of them under ERA-NET Scheme, FP7 and Horizon 2020. As partner in several FP7 ERA-NETs in the marine and maritime aria (BS-ERA.NET - Networking on Science and Technology in the Black Sea Region, MARTEC II - Maritime Technologies as an ERA-NET,SEAS – ERA - Towards Integrated Marine Research Strategy and Programmes, ERA-MBT - Marine biotechnology ), UEFISCDI has funded projects in the field of Environment, Energy & Climate change, having a strategic role in supporting the cooperation in the Black Sea Region. Through COFASP project (Cooperation in Fisheries, Aquaculture and Sea food Processing) 2 Joint calls were organized and the new selected projects are approved or in evaluation process.

Profile of staff engaged in the project:
Luciana Bratu is head of International Programmes Department within Executive Agency for Higher Education, Research, Development and Innovation Funding. She has skills in management of projects (Committee Coordinator of Engineering Sciences in the framework of World Bank Project, 1 Leonardo da Vinci pilot project as Project Coordinator and other two projects as Project Assistant, assistant of several EU-FP6 and FP7 projects and member of other 4+3 EU-FP6 and FP7 project teams). As partner in COFASP project she was part into the process of identifying national priorities for fisheries, aquaculture and seafood processing.
Domnica Cotet is expert within International Programmes Department, Executive Agency for Higher Education, Research, Development and Innovation Funding. She has experience within FP7 programme, BS.ER-NET- Networking on Science and Technology in the Black Sea Region (project manager starting from 2012), COFASP-Cooperation in Fisheries, Aquaculture and Sea food Processing. Domnica Cotet has more than 25 years’ experience in SMEs sector; project coordinator for more than 30 projects for SMEs, covering different industrial sectors, funded by Phare programme, World Bank, Leonardo Da Vinci and now by ESF. Expertise in research and project management in the field of: environment, renewable energy, economic development, stat-ups and spin-off. As partner in COFASP project she support the Joint Call projects. On SEAS ERA Project she has conducted significant work in dissemination of project results.
Andreea Popa is expert within International Programmes Department, Executive Agency for Higher Education, Research, Development and Innovation Funding. She has experience within FP7 programme. As partner in COFASP project she was involved in the process of identifying national priorities for fisheries, aquaculture and seafood processing.
