Work Package 1: Coordination and Project Management

Objective
To effectively manage the project and partnership, ensuring effective delivery of all contractual obligations on time and as described in the Description of Action.

Specific Objectives
• Maximise the efficiency and effectiveness of the work performed within the project.
• Plan, organise and manage resources to bring about the successful completion of project goals and deliverables within the agreed time schedule and budget.
• Provide overall management of legal, contractual and finance issues.
• Facilitate all communication (e.g. written, verbal, interpersonal, virtual) within the consortium to ensure that concerns are addressed.
• Ensure and maintain an accurate and timely communication flow among the project partners and with the European Commission.

Work Package 2: Support: Methodology, Processes and Capacity Building

Objective
To support project implementation through support activities related to methodology, interactions between the Competence Nodes and capacity building internal and external to the project. It is extremely important to ensure that the project has the appropriate standardised processes and methodologies in place and that they are implemented correctly.

Specific Objectives
• Set up the Competence Node network
• Develop processes, methodologies and terms of reference for Competence Node interaction and activities
• Oversee Competence Node Network, interactions and joint activities.
• Provide Internal training to build capacity in Knowledge Management
• Build capacity in the wider “Blue” stakeholder community on Knowledge Management/Transfer

Work Package 3: KNOWLEDGE DEMAND - Knowledge Needs, Gaps and Challenges

Objective
COLUMBUS will focus on prioritising the key Knowledge needs for the achievement of Blue Growth as well as the implementation of the Marine Strategy Framework Directive (MSFD) and the revised Common Fisheries Policy.

Specific Objectives
• Review past effort by relevant initiatives investigating Blue Growth agenda and MSFD implementation.
• Perform an analysis of the latest Blue Growth and MSFD Implementation Challenges.
• Identify the knowledge demand - a priority list of challenges and knowledge needs per focus area. 
• Develop a systems map to identify key target areas for Work Package 4.

Work Package 4: KNOWLEDGE SUPPLY - Monitor, Identify and Collect

Objective
To identify, collect and monitor past and current research activity with a view to collecting Knowledge Outputs focused on priority areas defined in WP3. To maintain and develop the Marine Research Knowledge Gate ensuring it is up to date and fit for purpose, meeting the needs of the EC and stakeholders as requested by the EC (Marine Research Information Platform by 2015 (COM(2014) 254 final/2).

Specific Objectives
• Identify EC Projects relevant to the priority focus areas.
• Engage with Research Projects to identify relevant Knowledge Outputs (“key tangible outputs”).
• Collect relevant information on each Knowledge Output (using a Knowledge Output Table, KOT)
• Engage with Knowledge Aggregators (hosts of information/data portals and repositories).
• Monitor current research activity and store in the Marine Knowledge Gate.
• Identify research gaps in each focus area.

Work Package 5: KNOWLEDGE ANALYSIS: Position of Outputs relevant to Blue Growth and MSFD Implementation

Objective
To develop a comprehensive and robust analysis of different attributes and stipulations of Knowledge Outputs collected in Work Package 4.

Specific Objectives
• Review and analyse all Knowledge Output Tables developed in Work Package 2.
• Provide Context for each collected Knowledge Output.
• Map Knowledge Output Pathways (KOPs) to impact.
• Identify the most suitable person(s) to target.
• Estimate the application and subsequent impact of uptake by Target Users
• Approve suitable high potential Knowledge Outputs to move to Work Package 6.

Work Package 6: KNOWLEDGE TRANSFER – Customised, tailor-made transfer of specific high potential Knowledge Outputs

Objective
To design and implement fit for purpose Knowledge Transfer strategies based on the information provided by WP5 and including performance indicators.

Specific Objectives
• Design targeted Knowledge Transfer plans per high potential Knowledge Output identified in Work Package 5.
• Select appropriate communication channels, materials and tools based on the profile of the Target User.
• Determine indicators for assessment of Knowledge Transfer activities, uptake and application.
• Carry out Knowledge Transfer of individual or clustered Knowledge Outputs.
• Measure overall performance of Knowledge Transfer.

Work Package 7: Communication, Engagement and Knowledge Transfer towards a Blue Society

Objective
Promote COLUMBUS to all relevant parties and the general public and to communicate on marine Knowledge Transfer, and its added value toward a Blue Society.

Specific Objectives
• Ensure effective dissemination of the COLUMBUS initiative, its objectives, activities, and results.
• Support the Competence Node Knowledge Transfer activities.
• Strengthen communication, dissemination and exploitation of knowledge/technological developments.
• Facilitate networking exchange, collaboration and open dialogue of key marine stakeholders.
• Design, organise and run an annual “Blue Growth Knowledge Transfer” conference.
• Launch an annual Blue Society Award to highlight the best examples of successful Knowledge Transfer.
• Enhance the visibility and impact of marine/maritime research to different stakeholders and the wider public.

Work Package 8: The COLUMBUS Legacy

Objective
Europe is lagging behind other continents in its ability to convert research knowledge into innovation and growth. The research community is seen as a potential enabling community to achieve Europe 2020. To achieve measurable benefits, the research system needs to be examined to identify potential improvements and efficiencies to allow it to respond to the demand set by the policymakers.

Specific Objectives
• Examine the system barriers affecting efficient Knowledge Transfer using a high level international working group, called the "External Advisory Board". 
• Identify key areas within the research/science lifecycle that could be improved to help maximise the value creation from research investments.
• Standardise the COLUMBUS Knowledge Transfer Methodology.
• Develop a methodology to encourage funding agencies to prioritise Knowledge Transfer systems in their funding mechanisms.
• Carry out specific pilot actions that test theories on how to improve the research system.
